The National Center for State Courts (NCSC) is an independent, non-profit court improvement organization. NCSC International located in Arlington, VA is seeking qualified applicants for the following positions:
IPD Program Manager: The program manager will implement international development projects and monitor project activities, budgets and local staff.
Duties and Responsibilities: Specific duties and responsibilities for the position include but are not limited to the following: Overseeing and monitoring day-to-day project activities; Monitoring budget expenditures and reviewing invoices/vouchers, resolving related discrepancies and recommending and approving payment of such; Interacting with expatriate short-term and long-term staff to resolve work related project issues that arise during the project assignment; Interacting with field office leadership to ensure proper execution of program work plan and compliance with donor rules and regulations, host country legislation, and NCSC policies and procedures; Directing and providing management oversight for certain categories of projects and providing technical assistance; Preparing and reviewing projects reports and other deliverables; Providing guidance to staff on their respective roles and responsibilities; Assisting in development of new business through identification of international development opportunities and partnerships; Assisting in writing and preparing technical and cost proposals; Working in a cross-functional team environment as lead manager for proposal development; and Representing NCSC at donor business opportunity conferences and seminars. IPD Program Associate (2 Positions): These positions will support two different donor-funded justice and security sector training programs administrated by NCSC.
Duties and Responsibilities: Specific duties and responsibilities include but are not limited to the following: Provide day-to-day logistical and administrative support to field-based offices; Assist in the development and monitoring of work plans, deliverables, sub-grants programs, training and technical activities; Assist in drafting and compiling quarterly, annual, and other program reports; Prepare payable vouchers for reconciliation and payment of field office credit cards; Prepare payable vouchers for the processing of timesheets and expense reimbursements of field office staff and short-term consultants; Review field office expense reports, including verifying account balances, transaction coding, and completeness of supporting documentation for transactions; Make travel arrangements and prepare travel expense reports; Collect and maintain supporting documentation for airfare, hotel, and other travel expenses; Communicate with headquarters accounting office and field office financial staff; Prepare contracts for short-term consultants or volunteers; Conduct research and prepare country profiles or issue-based briefing memoranda; and Participate in business development efforts including but not limited to initiatives that relate to court excellence, court administration, anti-corruption, access to justice, and gender empowerment.
