HESS&S Specialist I (Health, Environmental, Safety and Security)
The Health, Environmental, Safety and Security (HES&S) Department is currently reviewing applications and resumes for the salaried position of HES&S Specialist I.
This position is responsible for ensuring the facility is in compliance with all applicable local, State, and Federal air regulations for Bradford and Sandyville operations.Responsibilities will also include knowledge of water, waste, storage tank, spill prevention and remediation standards. This positon will prepare and submit reports to the Pennsylvania Department of Environmental Protection and the U.S. EPA as well as disseminate information to affected parties within American Refining Group.
Responsibilities:
· Air
o Strong aptitude in regulatory interpretation and application of various air compliance standards including New Source Performance Standards, National Emission Standards for Hazardous Air Pollutants, Pennsylvania Code Chapter 25 in addition to related sources such as EPA’s Applicability Determination Index.
o Responsible for the obtaining permits such as Plan Approval Applications and Requests for Determination and maintaining/renewing existing permits as needed.
o Knowledgeable in the aspects Prevention of Significant Deterioration and (Non-Attainment) New Source Review and ability to apply to these concepts to future projects or facility changes.
o Obtaining compliance data, calibrating instrumentation and ensuring all recordkeeping obligations are met.
o Managing Subpart 5D MACT heater/boiler tune-ups and any 3rd party stack tests.
o Compiling data, performing emission calculations for the development/submittal of various air compliance reports including but not limited to the following: Title V Deviation, Annual Compliance Certification, NESHAP Periodic, SSM, Subpart 5D Boiler MACT, Greenhouse Gas, Benzene Fenceline Monitoring, Sandyville Annual Compliance Report, Sandyville Emission Fee Report.
o Strong working knowledge of the requirements of ARG’s ARG’s Title V Operating Permit and responsibility for compliance with all related standards.
o Will serve as ARG’s primary point of contract for regulatory agency inspections.
· Other Disciplines
o A solid regulatory knowledge base of various environmental programs and ability to interpret, practice and advise regarding these standards requirements including but not limited to the following
§ Storage tanks: PA Code Chapter 245
§ Clean Water Act: 40 CFR 419 and ARG/Sandyville NPDES Permits
§ Waste: State and Federal (40 CFR 260-265)
§ Remediation: PA Code Chapter 245 ACT II
§ Spill Prevention, Control and Countermeasure (40 CFR Part 112)
Preferred Qualifications
· Bachelor Degree in Science or Related field
· 4-8 years’ experience; preferred proficient competency level in two specialty areas (i.e. water/waste)
· Proficiency with Microsoft Office
· Ability to work individually and as part of a team
· Strong Science background with strong understanding of chemistry
· Ability to lift 50lbs
· Occasional work from heights required
· Respirator fit test & ERT Team participation required
