Summary

The City of Kirkland is currently seeking a Building Official to manage the operations of the Building Division and to assure all construction within the City complies with Building Codes and ordinances relating to construction. Under the direction of the Director of Planning and Building, the Building Official is responsible for the Permit Technician, Inspection, and Plan Review staff and their respective Supervisors. Principal Accountabilities:
- Attracts, retains, leads, and motivates a competent and professional staff.
- Ensures goals and objectives are met within established timeframe for assigned areas of responsibilities.
- Adheres to budget guidelines and authority.
- Effectively coordinates permitting requirements with other departments.
- Ensures the permitting process occurs in a timely and reasonable manner.
Essential Functions
- Plans and supervises the operations of Building Services.
- Hires, trains, motivates, evaluates and disciplines Building Division Staff.
- Coordinates permitting requirements of other departments and divisions.
- Drafts, presents, and recommends Code amendments to the City Council.
- Develops and implements policies and procedures to ensure compliance with applicable codes and laws, along with effective operations of the Building Division.
- Prepares and monitors Building Services’ operating budget.

Provides technical assistance and interpretation (oral and written) on application of codes
and ordinances to subordinates and customers. - Expands skill levels in Division and represents the City’s interest by participating in the code development process.
- Maintains membership and participates in building officials organizations, maintaining open lines of communication with peers in the region, state, and country.
- Represents the City on local, regional and state committees regarding construction and building code related issues.
- Oversees technological innovations to streamline and enhance permitting processes.
- Plans, directs, coordinates, and reviews the work assignments of selected personnel; assesses and monitors workload; identifies and resolves problems.
- Assumes the duties of the Director of Planning and Building as assigned.
- Ensures the Division is prepared to respond to disaster situations and serves as the Plans Section Chief in the Emergency Coordination Center.
- Performs other work as assigned.
- Comprehensive knowledge of state and local building and fire codes and ordinances.
- Ability to attract, retain, motivate, and mentor a competent and professional staff.
- Advanced negotiation, public relations and communication skills (both verbal and written) to comprehend, interpret, and explain rules, regulations, legal requirements and policies to a wide-ranging audience.
- Advanced interpersonal skills to build and maintain effective working relationships with a variety of internal and external customers and contacts.
- Advanced organizational skills to effectively balance and coordinate the requirements of other departments and divisions in the permitting process.
- Ability to remain flexible to changing priorities and competing objectives.
- Basic PC proficiency including word processing and permit tracking software.
- Bachelor’s degree, plus 5 years municipal experience, working for a city or county building department. Professional experience may substitute for educational requirement.
- 2 years supervisory experience.
- Must also have ICC (International Code Council) certification as Building Official.
Work is primarily performed in a typical office environment. Incumbent is occasionally required to sit for extended periods of time while performing keyboard operations. Position occasionally requires incumbent to conduct inspections of building sites which may expose the incumbent to rugged terrain and/or outside weather conditions. Position also requires attendance at meetings which may be held outside of normal office hours.
